Consortium Fla/Flu Wins Concession Process for Maracanã Complex
The approval of the result of the concession process for the Maracanã Complex, which includes the Mario Filho Stadium, the Maracanã Stadium, and the Maracanãzinho gymnasium, was published this Tuesday (4) in the Official Gazette by the State government. The winner was the Fla/Flu Consortium, composed of Flamengo and Fluminense clubs, which will be responsible for managing, operating, and maintaining the sports facility for the next 20 years.
Consortium Selection Process
According to the state government, with the presentation of the best technical and financial proposal, the consortium achieved a final score of 120.2 points, offering an annual grant of over R$ 20 million.
Governor Cláudio Castro considered that the conclusion of the bidding process ensured a transparent and highly effective process for the development of sports and culture in Rio de Janeiro. “The winner will have to manage and invest in the sports complex, and the State Government will closely monitor this management,” he added in the note released by the state government.
Now that the bidding process has been completed, before officially handing over the facility to the new concessionaire, the state government will begin a transition process and prepare for the contract signing.
Transition Process
“Our technical team will prepare the documentation and guide the new concessionaire through this process. We followed all steps and sought to ensure the economic development of this important sports facility in the country,” said the Secretary of State for Civil Affairs, Nicola Miccione, in the note.
Among the competitors, the concession process also had the participation of the Maracanã for Everyone Consortium, formed by the Vasco da Gama club and WTorre Entretenimento e Participações Ltda, and the company RNGD Consultoria de Negócios Ltda.

Concession Details
According to the Rio de Janeiro government, the bidding was based on technical and price criteria. The Secretariat of State for Civil Affairs will be responsible for overseeing the execution of the services stipulated in the contract. According to the edict, the winning group will have to invest around R$ 186 million by the end of the concession.
At Maracanã, among other interventions, the funds will be used for the repair of water systems, escalators, elevators, air conditioning, and ventilation, modernization and adaptation of electronic systems, and revitalization of the Football Museum. At Maracanãzinho, repairs to the gym’s roof, implementation of a new audiovisual and acoustic system, and requalification of hospitality areas, lighting, and accessibility are planned.
